Factors Affecting the Operation of Social Welfare Delivery System: A Case Study on Visiting Community Service Center in Seoul

Frontline social workers working in the public sector give citizens their permission to use public benefits and services. Based on Street-Level Bureaucracy theory, this study explores factors affecting the frontline social workers¡¯ discretion in Seoul, Korea. A total of six visiting community service centers in Seoul are analyzed for understanding the factors affecting frontline social worker¡¯s discretion. Triangulation is used to integrate data from various sources including interviews, observations, surveys, and literature reviews. The main results are: (1) the highest priority task depends on its operational clarity; (2) the number of social workers affect the way of the distributions of workload among team members; and (3) appropriate supervision for each frontline social worker is important to her/his concentration at work. Policy makers need to clarify the rationale and procedure of each task in order to develop a more universal welfare system in Seoul. It is also important to construct similar working conditions for any frontline social workers and support professionals and managers in order to relieve regional welfare disparity in Seoul, Korea.
